The incumbent serves as the Supervisory Health Technician, GS-0640-07, located in the Department of Veterans Affairs Southern Nevada Healthcare System (VASNHS) with responsibility for the Specimen Procurement and Processing Section of the Primary Care Clinics to include Northeast, Southeast and Laughlin Outreach Clinic and/or Northwest, Southwest, and Pahrump Community Based Outpatient Clinic. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/24/2022. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Please Note: Determining level of experience required in one-grade interval series -- For most one-grade interval occupational series, the qualification standard calls for at least 1 year of specialized experience as described in above. Sometimes, however, there is no position in the normal line of progression in an organization that is one grade lower than the position being filled. In such instances, 1 year of specialized experience at the second lower level is creditable for inservice applicants. However, for outside applicants (i.e., those without current or prior Federal competitive or excepted service), 1 year of specialized experience equivalent to at least the next lower level is required. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: leading clerical/ administrative and trade skilled employees; providing technical assistance with specialized computer systems, programs and/or software applications; providing training for staff on specialized computer systems/software, and security issues; collects and analyzes data to prepare reports; phlebotomy, specimen collection, infection control; use, maintenance, and disinfection of lab equipment. Applicants should possess effective communications skills and show duties performed support medical and/or health personnel. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed one (1) full year of graduate education (or 18 semester hours) with a major that included courses directly related to the work of this position (i.e. Laboratory Science). Such graduate education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Duties for the position include but are not limited to: Develop work schedules to provide coverage during hours of operation and ensure that equipment and quality checks are conducted as required. Responsible for providing cross coverage for call-outs/sick calls/vacations at the primary care clinics including Pahrump and Laughlin clinics. Approves/disapproves accrued leave and recommends action in other cases. Collects data for quality indicators for work performed. Communicates to employees the goals of Laboratory Service at VA Southern Nevada Healthcare System and provides feedback to management officials pertaining to staff problems, concerns and performance in meeting goals. Ensures inventory of expendable items occurs and prepares requests to replenish stock levels or supplies. Delicately performs complex venipunctures and process specimens. Uses troubleshooting skills and corrects errors when necessary. Follows established procedures for processing biological fluids (blood, urine, and other body fluids) and specimens are distributed to the appropriate laboratory section. Assists phlebotomist with morning draws, draws outpatients, assists medical technologist with processing of specimens Serves as a patient advocate. Performs point of care testing such as i-STAT and glucometer. Evaluate the suitability of the specimen for test; perform verify control and/or calibration, and patient testing with direct supervision. Performs instrument maintenance as needed and troubleshoot instrument problems. Provides for the development and implementation, and evaluation of compliance with the College of American Pathologists (CAP), and Joint Commission. Responsible for completing all paperwork for the Department of Labor regarding work related injuries for subordinates. Oversees training and development program for subordinates. Establishes performance plans performance elements and competencies for all staff Provides staff with job specific orientation, annual written evaluations and competency assessments Reports on safety/wait times/discrepancies at the laboratory QI meetings, and interacts with other medical center safety staff, such as the industrial hygienist, infection control officer, and biomedical engineers. Maintains a performance program and ensure monitoring of components. Maintains the facility and equipment is in good working conditions. Responsible for ensuring appropriate preventative maintenance of equipment utilized in the department (centrifuges, refrigerators, label printers, etc.) is performed and documented. Maintains appropriate levels of phlebotomy supplies, regularly ordering new supplies as needed, requisitioning maintenance and repair as needed. Routinely audits for expired supplies in the phlebotomy draw areas as well as the specimen receiving areas. Other duties as assigned"]
